Explanation: The rroad1.dll file may be missing from the Foxhound installation folder.
Try reinstalling Foxhound.
Here is where rroad1.dll is installed by default on Windows XP:

If you have created a custom installation for Foxhound here's what you can try:
Also, you may have attempted to start the Foxhound database using the 64-bit version of SQL Anywhere.
Foxhound can handle target databases using the 64-bit version of SQL Anywhere but
Foxhound itself requires the 32-bit version to run.
First, make sure that rroad1.dll is located in the same folder as the Foxhound database foxhound1.dll.
Second, stop and restart the Foxhound database to ensure that rroad1.dll can be loaded.
Finally, use the DSN tab on the Foxhound main menu to connect to a database without getting
the "Could not load dynamic library..." message.
Note: The rroad1.dll file contains the very small portion of Foxhound logic that had to be written in C. The
vast majority of Foxhound's code is written in SQL including all of the schema analysis, monitor logic
and HTML creation.
