Question: Why doesn't an upgrade with FOXHOUND4UPGRADE = yyyymmdd or nnn remove old Alerts?

Answer:

That's a Foxhound design decision: old Alerts are preserved when FOXHOUND4UPGRADE = yyyymmdd or nnn is specified.
